Resident Participation and Local Cultural Governance-Focused on the Cheongju Cultural City Program

This study examined the changes in local cultural governance from perspective of resident participation. Focused on case Cheongju Cultural City Program, participation was analyzed using 8-step ladder model proposed by Arnstein The has evolved into a policy network that encompasses multiple stakeholders, such as Ministry Culture, Chungcheongbuk-do Province, City, Industry Promotion Foundation, citizen committee members, working group consultation systems, art organizations, NGOs, regional and companies/organizations. It been confirmed stage extends beyond non-participation simply consuming provided projects formal information provision, consultation, placation. partially progressed towards actual partnership delegated power. Active involvement intermediary organizations mediators between government residents, alongside stance central government, are among key factors foster Regarding problems with program, firstly, forms were previously planned induced administration rather than being initiated residents. Secondly, measuring outcomes programs can be quite difficult.
